Utility Services manages the County’s water treatment, wastewater management, and natural gas systems. A recent major addition to the County’s utility infrastructure was a $23M biological nutrient removal wastewater plant. The plant ensures wastewater is cleansed of harmful nutrients and bacteria before being returned to the environment.


Utility Connections

Where feasible, the County encourages residents to connect to municipal sewer and water lines as it protects the health of residents and the environment. Check the water and sewer servicing area map to see if your home is within the service area. The Water and Sewer Connection Policy outlines who is required to be connected, who has the option to be connected and what are the costs. The Water and Sewer Application and Installation Procedure outlines the step-by-step process that must be followed.

Property owners are strongly encouraged to read the sewer service guidelines and water service guidelines before conducting any installations or modifications. The County uses a water and sewer connection checklist to verify County standards and provincial codes have been met. The County requires a water and sewer service completion notification from the homeowner before we will turn on water or sewer service. The County will supply transmission wire for water metres but will not install it. It will also unblock sewer lines on customers’ private property for a fee.

The County has a natural gas system that services the hamlet of Lac La Biche and many of the surrounding rural subdivisions. The Natural Gas Application and Installation Procedure outlines the step-by-step process that must be followed. The County requires a natural gas service completion notification from the contractor before we will turn on gas service. The County offers a furnace relighting service to customers for a fee. The fee will not be charged if the outage is caused by the County’s system.


Accounts and Payments

For any service connection, start by filling out an Utility Application and Agreement. This form includes information on service fees and rates for various types of installations, discontinuation and re-initiation. Installation and maintenance of water, sewer or gas on private property is the responsibility of the property owner. Gas and water meters, the line to the gas meter and the water line to the street valve is the responsibility of the County.

Pre-authorized payment is available by filling out the pre-authorized debit form. Contact the office if you have questions about applying for or cancelling an account.


Bulk Water Pickup and Sewage Disposal

Water truck fill stations are located at the Lac La Biche Airport and in Plamondon. Users can pay using coins on-site or contact the office to set up an account. Fees are $1.10 per cubic metre for residents and commercial accounts and $8.10 per cubic metre for industrial users, work camps and out-of-County users.

Septic truck haulers must set up an account before being allowed to dump at the County’s wastewater plant. Fees are $1.25 per cubic metre for residents, $6.25 per cubic metre for commercial and $12.50 per cubic metre for industrial/work camps and out-of-County users.


Green Rebate Program

Lac La  Biche County wants to help residents reduce their water and energy consumption. Get money back every time you buy an eligible Energy Star or WaterSense-certified appliance or fixture. Whether you're replacing an old fixture or buying an appliance for a new home, the County wants to reward you for doing right by our environment.

For your appliances to be eligible for rebate, you'll need to meet the following criteria:

  • You must be a resident of Lac La Biche County.
  • Your purchase must have been made between January 1, 2024 and December 31, 2024. Apply no later than January 15, 2025.
  • Your appliance must be an Energy Star or WaterSense-certified appliance from the following categories:
  1. Clothes washer - $100 rebate
  2. Dish washer - $75 rebate
  3. Water heater - $150 rebate
  4. Furnace/boiler - $400 rebate
  5. Low-flush toilet - $50 rebate

The Buy-Local-Bonus: To promote local business, if you make your purchase at a local Lac La Biche County retailer, there will be a 10 per cent bonus added to the rates listed above. 

To apply for your rebate, you'll need:

  • A completed application form
  • A receipt showing your payment method, date of purchase and the manufacturer/model number of the appliance
