Council created the 2022-2032 Lac La Biche County Strategic Plan, which outlines its vision for the future of our community.

Presenting to Council
Council Meetings and Council Committee of the Whole Meetings are open to the public, except for those portions held in Closed Session.
During each scheduled Regular Council Meeting, beginning at 12 pm, time is set aside for a Public Input Session. During this time, any member of the public can comment on matters relevant to Lac La Biche County. The Public Input Session is scheduled for 30 minutes, and each presenter has up to five (5) minutes to speak. The public record will reflect the presenters' names and general statements made during the Public Input Session.
Registration is not required but is encouraged. If you require additional time to present, or have presentation materials, then a delegation request can be made (click here to be taken to the appropriate page) at least six (6) days prior to the desired meeting date. Your request should identify the issue or topic to be addressed. A delegation has up to 15 minutes to present to Council, and is restricted to one presentation on the same topic every six months.

Council Expenses
Council Members are remunerated in accordance with the Elected Official Remuneration and Expenses Policy. The Mayor is remunerated on a salary based model; Councillors are remunerated on a salary plus daily fee-based model (for attendance at meetings, conferences and other municipal activities). Expenses for travel, meals and accommodations while on County business are also reimbursed.

Regarding Intergovernmental Relations
Lac La Biche County Council has issued the following statement:
Lac La Biche County Council wishes to strongly emphasize that any statements or opinions expressed by individual members of Council, such as those made during the July 22, 2025 Regular Council Meeting, are solely their own. These comments are unacceptable and will not be tolerated. These individual views do not reflect the collective position of Council or the values of the broader Lac La Biche County community.
While Council Members have the right to express personal views as part of healthy democratic debate, Council firmly rejects any comments that diminish the County's commitment to truth, reconciliation and mutual respect.
Council reaffirms its respect for the histories, cultures and contributions of all Indigenous peoples, including First Nations and Métis Settlements. We recognize the vital contributions of Indigenous peoples to our region and affirm that these partnerships are grounded in shared values, trust and ongoing dialogue. These principles are foundational to who we are as a community.
We also wish to clarify that with recent amendments to the Municipal Government Act, Council would not have any options to sanction a Council Member. However, we take the importance of upholding our collective integrity and community relationships seriously.
We stand with our Indigenous partners today and every day, and will not allow individual comments or opinions to distract us from the path we have chosen to build a future grounded in understanding, mutual respect and meaningful reconcili-action together.
Council also provided additional direction with the following motions:
"That Council demands Councillor Beniuk to issue a written and public apology for the comments she made during the July 22, 2025 Regular Council Meeting." (below)
"To direct Administration to draft a letter on behalf of Council to the Minister of Municipal Affairs to express concerns with the removal of the Council Code of Conduct provisions from the Municipal Government Act and include the Beaver Lake Cree Nation correspondence, and further to advocate that the Province expedite the creation of the municipal ethics commissioner and associated regulations to deal with Council conduct matters."
"That Mayor Reutov shares the outcomes of the July 29, 2025 Special Council Meeting with members of the Indigenous Collaboration Committee (ICC)."
Council Update on Legal Costs - June 10, 2025 Regular Council Meeting
Earlier this year, Lac La Biche County became aware that Mayor Paul Reutov was in arrears on his property taxes and therefore was potentially disqualified. The County brought a court application to have the Court decide whether Mayor Reutov should be disqualified. On May 7, 2025, the Court issued their decision, which found that Mayor Reutov met the criteria for disqualification and therefore was disqualified, but the Court exercised its discretion and allowed the Mayor to remain in office for the remainder of his term.
The original Council motion was made at the February 25, 2025 Regular Council Meeting:
“In the event the Chief Elected Official does not resign in accordance with section 175 (1) of the Municipal Government Act by 4:30 p.m. on Monday, March 3, 2025, Council directs Administration to proceed with filing an application to a judge of the Court of King’s Bench for an order declaring the person to be disqualified from council.
On May 7, 2025 the Court of King’s Bench heard the application. See the excerpt from the document below including a link to the full Court Order.
“IT IS HEREBY ORDERED AND DELCARED THAT:
- The respondent is declared able to remain on Council for Lac La Biche County; and
- The respondent is awarded costs in an amount to be agreed between counsel and failing such an agreement, the Parties may make written costs submissions to the Court.”
