Rural Renewal Stream

Lac La Biche County is proud to have been selected as a designated community under the Rural Renewal Stream of the Alberta Advantage Immigration Program (AAIP).

This program helps to connect local businesses with qualified newcomers to Canada, expediting processes that would otherwise be costly and time-consuming.

The program can be used to attract and retain newcomers.  Supporting local employers by filling labour gaps, the Lac La Biche County Rural Renewal Stream will provide a catalyst for workforce development by helping employers meet labour demands, expand the skilled workforce, and support community and economic growth.

Applications will have up to a 30-day review process.

Applying for the Rural Renewal Stream as an employer or candidate can be a confusing process.  Outlined below, are the steps to take that will help you understand the responsibilities of employers and candidates.

Step 1 – Employer Applies to Program with Application Form

  • Employers with vacancies apply to Lac La Biche County's Economic Development & Tourism department.

Step 2 – Application is Reviewed

  • The Economic Development & Tourism department at Lac La Biche County, reviews applications and may conduct interview with the employer to determine eligibility and participation in the program.

Step 3 – If Approved, Employer Submits Job Vacancy to be Posted

  • Employer completes an Employer Job Opportunity Form, only after they have completed the Employer Application Form in Step 1.  
  • Approved jobs are posted on the Job Board (below). Please check back often as new jobs may be added regularly.

Step 4 – Candidate Applies for Job if they meet AAIP Eligibility Requirements

  • Prospective candidates review the job postings and apply directly to the employer for positions they are qualified for. Candidates should ensure they meet all eligibility requirements under the Alberta Advantage Immigration Program before they apply for the job.

Step 5 – Job is Offered and Accepted

  • Qualified candidate receives a job offer from the employer for full-time, permanent work.

Step 6 – Employer Submits Endorsement Letter Application on behalf of Candidate

  1. The employer sends in a request to the Economic Development & Tourism department at Lac La Biche County via email (ruralrenewal@laclabichecounty.com) for a letter of endorsement on behalf of the candidate.
  2. The Economic Development & Tourism department at Lac La Biche County will review the request and, if approved, will issue a Request for Endorsement Letter Form to the employer. Once the Form is received, the employer completes the Form and sends it back to the Economic Development & Tourism department at Lac La Biche County (ruralrenewal@laclabichecounty.com) for review/approval.

REQUEST FOR CANDIDATE LETTER OF ENDORSEMENT FORM

Step 7 – Endorsement Letter Issued to Candidate (copy to Employer)

  • The Economic Development & Tourism department at Lac La Biche County issues an endorsement letter directly to the candidate, with a copy sent to the employer.

Please note: To receive a letter of endorsement, candidates must have accepted a job offer from an employer who is based within Lac La Biche County and has been approved for the Rural Renewal Stream.

Step 8 – Candidate Applies for AAIP Provincial Nomination

Please note: Questions about your application must be directed to the Government of Alberta.

Step 9 – Application for Immigration

Once the successful candidate receives the 204C letter from the Government of Alberta, the candidate must then make application to the Government of Canada via Immigration, Refugees, and Citizenship Canada.

Step 10 – Lac La Biche County Rural Renewal Stream Follow-up

  • Employers will meet with the candidate and a representative from Lac La Biche County FCSS.  FCSS will provide the newcomer with community information, information regarding available supports, and provide them, along with the Program for Adult Learning, with the support they need to settle and integrate into the community.  This meeting should take place within the first month of the candidate’s arrival in Lac La Biche County.
  • Additional follow-up appointments will be made with the successful candidate within three months of their arrival.  A contact point with the Lac La Biche County’s economic development team will be provided to ensure the candidate is supported as they continue to navigate the immigration process and settle into the community.

To participate in the program, employers must complete the Employer Application Form and email it to ruralrenewal@laclabichecounty.com.

Employers who wish to fill job vacancies using the Rural Renewal Stream, must meet a series of criteria and provide a genuine offer of employment.  Please see the eligibility requirements below.

 Employer Eligibility

  1. Employers must be incorporated, or registered by or under, an act of the legislature of a province, territory, or the Parliament of Canada and operating within the municipal boundaries of Lac La Biche County.
  2. Workplace offers or contracts must be signed by both the employee and employer, and must provide:
    • Continuous, paid work in Lac La Biche County.
    • Full-time work, defined as a minimum of 30 hours per week, employment for 12 months or more, and wages and benefits that meet or exceed the lowest starting wage for the occupation across all industries in Alberta.
  3. Job Opportunities must be available to Canadians first, at the same pay and working conditions. Under the AAIP, there are some ineligible occupations.
  4. Employers must meet all eligibility criteria under the Alberta Advantage Immigration Program’s Rural Renewal Stream prior to issuing an offer of employment. Please review the available information carefully.
  5. A Labour Market Impact Assessment is not required, but demonstrated efforts to recruit locally, provincially, and nationally is required.
  6. Employers are required to demonstrate knowledge of the responsibilities of welcoming newcomers and providing a safe and welcoming environment.  A business looking to participate in the program must demonstrate that they have knowledge of the employer’s responsibilities with respect to federal and provincial immigration laws and regulations. Applicants who wish to participate in the program must meet a series of eligibility criteria (see below), receive an authentic job offer from an eligible employer, obtain endorsement from the Economic Development & Tourism department at Lac La Biche County and apply using the Alberta Advantage Immigration Program portal.

Applicant Eligibility

  1. Before applying for an employment opportunity, candidates are encouraged to review, understand and ensure they meet all eligibility requirements under the Alberta Advantage Immigration Program.
  2. Once a candidate is confident they meet all of the eligibility requirements, they may apply for employment with employers located within Lac La Biche County.
  3. All approved job postings are listed below in the Job Board. Applications must be made directly to the employer. 
  4. Once you receive a job offer from an employer, your employer will present the job offer to the Economic Development & Tourism department at Lac La Biche County to be reviewed and recommended to receive endorsement.
  5. After receiving an Endorsement of Candidate letter (requested by your employer on your behalf), the candidate can then submit their application through the AAIP Portal. The candidate will be notified by the Government of Alberta if they are eligible for nomination. At the time the application is submitted and at the time the AAIP assesses your application, you must intend to and be able to work, reside, and settle in Lac La Biche County.
