The next general election will be held on Monday, October 20, 2025, when voters will elect Lac La Biche County Council. Those elected in 2025 will serve a four-year term. 

County Council consists of 9 members, including a Mayor elected-at-large and 8 ward Councillors who represent 7 wards.  The Hamlet of Lac La Biche is represented by 2 Councillors. The Local Authorities Election Act governs municipal elections and recently underwent significant amendments.  This Act sets out rules and regulations for candidates, electors, donors and election administrators.   The Local Authorities Election Act (LAEA) and the accompanying regulations are available here: Alberta King’s Printer | Alberta.ca

In addition to the Local Authorities Election Act, Lac La Biche County’s Election Bylaw sets out specific provisions for certain aspects of the election process. 

Potential candidates are responsible to ensure they are in compliance with all legislation.

What you need to know on voting day:

Eligibility to vote:

  • You are a Canadian citizen and at least 18 years of age on the day of the election.
  • You have resided in Alberta for at least six consecutive months.
  • You are a resident of Alberta with your primary residence located within your respective ward within Lac La Biche County.

Are you registered to vote in the 2025 Municipal Election?

New for 2025: As a result of changes the Government of Alberta made to the Local Authorities Election Act, Lac La Biche County must use a Permanent Electors Register maintained by Elections Alberta that lists all residents who are eligible to vote.

You may confirm your voter information by registering to vote using VoterLink (provided by Elections Alberta).

This is to advise that the Permanent Electors List is confidential information under Alberta’s privacy legislation. The list is established and maintained by Elections Alberta and provided to municipalities solely for the purpose of administering elections.

Any information collected or updated during the election process must be recorded accurately and will be returned to Elections Alberta to ensure the permanent electors list remains current. This information is not for public distribution and cannot be used for any other purposes.

Maintaining confidentiality is essential to protecting elector privacy and to upholding public confidence in the electoral process.

Special Ballots

Applications for Special Ballots are now open. Electors must be registered to vote and listed on the permanent electors register. If you are not already on the permanent electors register, you may register as part of your application by sending a copy of an acceptable identification that confirms your identity and address of residence as follows:

  • one piece of Government-issued photo ID, including your full name, current address, and photo; or
  • one piece of identification authorized under the Election Act (s.100(2)(b)) that establishes your name and current address of residence.
  • Section 53(3.1) of the Local Authorities Election Act provides that a post office box number listed on government issued photo ID is acceptable for validation of a person’s residence.

Note: You may confirm if you are on the permanent electors register by checking Voterlink provided by Elections Alberta here: Voterlink - Home. If you are not on the permanent electors register, you will need to submit acceptable ID twice – at the time of application and again when your special ballot package is returned.

Special ballot packages will be available by mail or you may choose to pick your package up at the election office. Packages will be available after the nomination deadline (September 22, 2025) and once ballots have been printed.

Special Ballot Application Instructions:

1. Complete the Special Ballot Application form(s) and return them with acceptable ID to the Lac La Biche County Election Office. To obtain a special ballot package, electors must file an application with the Returning Officer by any one of the following methods:

  • In writing: Box 1679, Lac La Biche, AB T0A 2C0
  • In person: McArthur Place, Second Floor, 10307 – 100 Street Lac La Biche, between 8:30 a.m. – 4:30 p.m., Monday to Friday;
  • By Phone: 780-623-6773 - By email: election@laclabichecounty.com

2. Verify if you are included on the Permanent Electors Register at: www.voterlink.ab.ca

3. If you are on the Permanent Electors Register, to request a Special Ballot you must submit the Special Ballot Application (form 22).

4. If you are not on the Permanent Electors Register, that's okay! You can still request a Special Ballot, however, you must submit the Special Ballot Application (form 22) and the Elector Register Form (form 13) and accepted identification (if required) as part of your application. You will then be added to the Permanent Electors Register. After your addition to the register is confirmed, an additional Special Ballot Application (form 22) will need to be completed and submitted by you, along with all other Special Ballot requirements.

5. Timelines for Special Ballot Applications:

  • Last day to request a mail-in ballot package to be sent by mail: Oct. 3, 2025. Requests made after this date will be for local pick-up only.
  • Applications will be received until 4:00 p.m. on October 20, 2025.
  • Special Ballot packages must be received by 5:00 p.m. on October 20, 2025. It is your responsibility to ensure they are received by the election office by the deadline.

Note: If you are returning your Special Ballot Package by mail, please ensure you allow enough time for packages to be received by the election office. International requests may opt to courier packages back to the election office to ensure it is received in time.

Should there be a disruption to Canada Post services, packages may be couriered out by the election office. Courier costs to return special ballot packages would be at the elector’s expense.

Key Points for Students Attending College and Living in Dorms

A student is most often going to be considered a resident of the municipality or ward in which they typically reside with their family when they are not renting accommodation or staying in a dorm while in school.  The Local Authorities Election Act states that the place of residence for students is governed by the following rules: 

... a student who:

(i)    attends an educational institution within or outside Alberta;

(ii)    temporarily rents accommodation for the purpose of attending an educational institution; and,

(iii)    has family members who are resident in Alberta and with whom the student ordinarily resides when not attending an educational institution is deemed to reside with those family members. 

Example 1: If you are attending Portage College in Lac La Biche County and you rent a dorm room there, but your family resides in Edmonton and you reside with your family in Edmonton when you are not attending Portage College, your place of residence for the purpose of the municipal election is Edmonton.

Example 2: If you are attending Portage College in Lac La Biche County, which is in Ward 7 of Lac La Biche County, and you rent a dorm room there, but your family resides in Ward 3 of Lac La Biche County, and you reside with your family when you are not attending Portage College, your place of residence for the purpose of the municipal election is Lac La Biche County, Ward 3. 

Example 3: If you are attending Portage College in Lac La Biche County, and you rent a dorm room there, but your family resides in Kamloops, British Columbia, you are not eligible to vote in the municipal election.

Notice of Intent to Run

NEW – NOTICE OF INTENT TO RUN (click here to view the form)

Individuals that plan to run in the 2025 Lac La Biche County Municipal Election must submit a Notice of Intent to Run and that notice must be accepted by the Returning Officer and added to the County’s Register of Candidates before accepting any campaign contributions or incurring any campaign expenses.  A candidate is responsible to ensure they are eligible to run in accordance with the Local Authorities Election Act.

A Notice of Intent to Run may be submitted anytime during a campaign period.  

Submitting a Notice of Intent to Run does not make you a candidate.  A candidate nomination package must still be submitted and accepted by the Returning Officer during the Nomination Period which begins January 1, 2025 and runs until noon on September 22, 2025.  It is the responsibility of potential candidates to ensure their submissions meet the legislated requirements and are submitted within the required timelines.

Once the Notice of Intent to Run has been accepted by the Returning Officer, individual’s information will be added to the Register of Candidates and posted to this section in accordance with the Act.

Candidate Disclosure Requirements

If you submitted a Notice of Intent to Run in 2024, you are required to complete and submit campaign disclosure statements for the 2024 Campaign Period in accordance with the Local Authorities Election Act (LAEA). The disclosure statements must be filed on or before March 3, 2025 to avoid fines and potential disqualification.

Please note that this includes anyone who withdraws their nomination, self-funds, has zero expenses or contributions (or both).

Candidates are responsible to meet the requirements of the LAEA and to ensure their information is accurate and submitted within the prescribed timelines. Late-filing fees or penalties (from the Election Commissioner of Alberta) are the responsibility of the candidate. Candidates who do not meet legislated filing deadlines face an automatic fine of $500, and if the final 2025 statements remain outstanding more than 10 days, public reporting of non-compliance and potential ineligibility to run in subsequent elections.

Steps for submission of the Campaign Disclosure Statements for the 2024 Campaign Period:

1. Complete the prescribed Form 26 - Campaign Disclosure Statement and Financial Statement.

  • Attach a contributions list (if applicable)
  • Attach an itemized expenses list (if applicable)
  • Amendments: if you become aware of any information that requires updating – you must file an update within 30 days of becoming aware of the change.

2. Submit your completed Form 26 and contributions list/expense list to the Election Office at McArthur Place (2nd Floor) for the 2024 Campaign Period on or before March 3, 2025 at 4:30 p.m. Appointments are recommended.

3. Campaign disclosure statements will be published on the County website.

  • An interim campaign disclosure is due September 30, 2025. This statement covers the period from January 1, 2025 to July 31, 2025.
  • The final campaign disclosure is due March 2, 2026 and covers the entire 2025 campaign.

*Please note that candidates will also have to complete their campaign disclosure statements for the 2025 campaign period – these will be due March 2, 2026 at 4:30 pm.
