Major Development Project Incentive Program

Lac La Biche County Council approved the Major Development Project Incentive Program on August 18, 2026 creating a simple and consistent way to consider public infrastructure support for major private developments. The County is sending a clear message to investors: if you are ready to make a major investment here, the County is ready to work with you.

Who May Qualify

  • New development or significant expansion
  • At least $10 million in verified private investment
  • A genuine barrier in public infrastructure exists
  • Meaningful economic or public benefit from the project
  • Designated Industrial Properties (DIP) are not eligible

What the County May Support

  • Public water and wastewater infrastructure
  • Public roads, intersections, and shared access
  • Stormwater works and utility corridors
  • Infrastructure oversizing for future growth

The County will normally build the infrastructure or pay the public contractor. All private development costs remain the developer's responsibility.

The maximum County contribution will be lesser of:

  • The verified eligible public infrastructure cost;
  • 10% of the developer's verified private investment; or
  • $3 million.

Council may approve less or deny a request.
